• No, unless you want the fan to not only fall and break but break this very cheaply made shoe rack.

• While the top shelf would hold a box fan -- I would not recommend as the entire shelf is very light and I think that when the fan is on it would shake it over with the vibration.

• Probably, but it depends on the fan. I have two 20" fans, but one is very old and mad almost completely of metal, while the other is fairly new and is mostly plastic (except for the motor and associated electrical wiring, of course). The old, metal one is maybe 15 lbs., while the newer, plastic one is around 10 lbs. A pair of shoes probably weighs 2 lbs. or less, but boots might be twice or more, while stacked heel shoes, or those with thick soles and heels (favored by short women) could be even more.
