The 4 GB refers to system memory, which is what allows the system to process instructions, cache web pages, etc. The 16 GB of flash is the storage medium that the Chrome OS is installed on.

I have 1 terabyte of storage on the HP Envy, yet I store almost all of my work on Google Drive. The 'gb' speed helps me get there and move about faster. The Intel I7 helps me with the speed to move about in a program or game. P.S. SSD's help with faster start ups, yet my HP Envy (which doesn't have one) starts up quite fast on it's own.
