• Yes, you can install any Windows program. If this computer's specs meet the minimum requirements for your program and your tablet, then it will be no problem.

• Not unless you are willing to go through Microsoft’s whole procedure to allow download and installation of non-Microsoft approved applications. Even then I wouldn’t guarantee that it will run the application.
