If you have Microsoft 365 on your Stream, you can add your new laptop to your existing Microsoft 365 account as it is per user, not computer. However, if your Stream has one of the "forever" versions of Office, like Office Home and Student 2021, it is NOT transferable to a new computer and Microsoft requires you to purchase a new license.
