Yes and yes. I am using it with my dell. Both the track pad and mouse work simultaneously in Windows 10.

Insert Bluetooth receiver into empty USB port, turn on wireless mouse and computer does the rest. Depending on your laptops features you can either turn off touchpad if you strictly want to use the mouse or leave it on and both the mouse and trackpad will be functional.
