“If the printer's color ink cartridge is empty, will it still print in black and white? My current printer won't print black and white until all color cartridges are replaced.”

This printer has single cartridge mode available. You have to take the color cartridge out when it runs out and then the printer will go into single cartridge mode and only print using the black cartridge.

It will not. Both cartridges have to have ink in them.
