What the CPU supports and what the motherboard supports can be two different things, especially when it comes to OEM motherboards. The operating system can also limit amount of ram. Some aftermarket motherboards limit ram speed as opposed to total amount of ram. The link is for a different PC but the same question is asked and a decent explanation is given. https://superuser.com/questions/1429651/computer-only-supports-up-to-32gb-ram-even-though-my-cpu-goes-to-64

HP will tell you how to uninstall touchpoint manager which is what they use to pre-install, and when asked via technical support how to disable or remove the touchpoint driver without causing issues to windows update, your email will be referred to "advanced executive escalations" they will be vague, verify you are talking about touchpoint and then not give a solution.
