• Unless the switch is on the inside, it does not look like it does.

• The default HP power supply only supports 110 v you will need to replace the power supply to one of the recommended in this answer. You will run into an issue if you use the standard power supply that may result in the hard drive or motherboard to fail due to avoidable power surges.
