A:Answer no you cannot use it reliably... these are the specs for the charger adapter that you need to charge the switch... notice the 15V at 2.6Amps
The Nintendo Switch AC Adapter supports 7.5 watts (5 volts @ 1.5 amps) and 39 watts (15 volts @ 2.6 amps)
This power bank lists that it is good only up to 12V @ 1.5Amps so you probably use this to maybe, possibly charge it when it is not on since it would do the 5V @ 1.5 Amps like the charger brick will, but there is a change of damage and Nintendo will not cover it since this is not a licensed product from them like how they will not cover the joy cons getting ruined using a non-licensed dock for charging. You really should be looking into something that can do the same specs as the wall charger. If you are looking for something to use in the car, you could always look at getting an inverter as you can get a True Sine Wave inverter that is small for fairly cheap and less than some of these power banks. Using an inverter for trips is what we do.
