• Yes should be assuming Note 9 uses the newer USB Type-C plug which most new phones do. Can find cheaper elsewhere

• Yes, it's usb-c. It will also fast charge if you connect it to the right charging brick (the one that came with the phone, or another that is fast charger capable).
