No, the instructions tell you not to set anything on the unit or around it. You must leave 6” clearance all the way around. The freezer will always be turning off-on regulating itself. That is normal operation. If you block it you will be making it run harder and can cause it to burnout or worse catch fire. Keep the area around it clean and vacuum underneath once a year just like a refrigerator.
