The BASE (bottom ⅜”) twists OFF CW (clockwise) direction. Then you can screw or use stickie pads to mount or hold in place.

I’m going to take a leap and assume they are for some sort of wall mounting. I have mine sitting on my desk so the wall idea never came to mind. Seems like it would be too heavy for that especially with wires hanging from it.
