Yes it has to sit on something or the paper will jam. It doesn't come with a bin. I placed mine over an small box or used my kitchen garbage can. There are little handles on the side to hold in place and one side is adjustable.

What I do is I put in on the stand for those small foldable tables and put a big bag and it has all the room to shred. I uploaded a photo of what stand I am talking about for example.
