It is trial and error when it comes to the amount of liquid and cooking time. I always seem to be adjusting the default cooking times according to the instant pot recipes I have found on Pinterest. The default time for each button may be set according to the maximum volume for the food that you are cooking. The user guide states that the maximum volume for soup in the 8 quart instant pot would be 1/2 of the inner pot capacity. If you have not filled to that maximum capacity then I would certainly either add more liquid or reduce to cooking time. I tend to like my soups with a lot of liquid so I would probably fill to the maximum capacity and reduce the cooking time, as well. Remember that doing a natural release adds to the cooking time. I usually use the quick release so I can check on the food and add more cooking time, if needed.
