• Yes, this will work for a laptop. i also used it for my curling irons and the heat was equivalent to me plugging it in directly to an electrical outlet in the US.

• Yes. You can plug your laptop into this. You can only use the convertor for 10 minutes at a time if needed. Check with your laptop manufacturer though. Many are dual voltage and only need the adapter portion.

• No does not charge a laptop. Also has a 2 prong outlet. Your laptop has a 3 prong plug. Don't forget to buy a 3 to 2 prong adapter with whichever converter you end up buying.
