“We purchased this to convert the cable RCA to HDMI for increased picture quality on the smart TV. The TV sense the HDMI connection but says No Signal Found. I feel like there might be an extra step that I am just missing? Thanks”

Turn on the TV and connected device again to let them recognize each other. If the issue continues, repeat the process but try a different HDMI input on your TV to see if this improves the situation.
