“I'm having trouble connecting these to my google home. It has me log into my best buy account, then it goes into a screen that says add room, then it goes back to the manage accounts screen and shows 0 connected insignia devices. What gives?”

You have to ADD the room first. Then SAVE it. Once you've Created the room and saved it, it will take you back to the main screen with the room's name. Click that and you'll go to a screen that says "Set Up New Device". Click that and you'll see a photo of your smart plug. Select it from the list and it will walk you through the rest.
