Yes, you can use two different devices/phones. This is done by having the two phones log onto the same account that the devices are attached to. I do this all the time... I have a iPhones, iPads and Samsung Tablets with the Insignia app installed, all logging into a single account. So any can control the devices. One warning - the App totally stinks. Over time, the app drops the devices you have set up. They just disappear. You will need to uninstall the app and reinstall the app an log back into your account. Once you log in, the devices reappear. I've also experienced other programming quirks - like deleting a schedule on the app does not necessarily delete the program from the device!
