Mine lasts for 4-5 hrs with setting the battery option to power saving mode. Yes, but it still less than what is advertised by Lenovo.

How high you have the brightness, and if youre running games or have a movie playing, etc. Youre not going to find much better battery life in a similar package. If that is your only concern. Lenovo offers a line of thinkpads with a second battery that allows up to 20 hrs of runtime, but you will not have the 2-in-1 factor.

Assuming it's charged up to 100% under "normal mode" for charging, I've found that on average use (some web browsing, microsoft office use), then it gives me a little over 5 hours. That said, the battery life on this laptop is not great. It shouldn't be as little as 3 hours though so yes, I would maybe return it.
