“Can you explain how the majic remote can communicate with a Spectrum Dvr/Tuner set top box. Will this unit be able to read the guide in the Spectrum box and control or access the channels to display on teh TV? Does the Spectrum tuner require HDMI CEC?”

The magic remote can control your spectrum box/dvr, and other devices as well. I use hdmi bcuz you get the best picture, not sure what cec is though.
