No. You have to buy the UNLOCKED model for it to be truly unlocked. You should be able to get the ATT model "unlocked" by ATT if you pay full price and show them your purchase receipt but it'll never work as well with other carriers that are not on the same bands.

You will have to contact ATT with proof of purchase. Buying an unlocked phone requires you to pay the full price of the device outright. The phone is not fully compatible with Verizon's network. Verizon's main 4G LTE Band is band 13 and AT&T's main 4G LTE Bands are bands 12 and 17. Both Verizon and AT&T use 4G LTE Bands 2, 4, 5 and 66 in areas where the carriers do not have their main bands.
