The Surface RT is a tablet and except for the MS Office 2013 program that comes with it will only run apps downloaded from the Microsoft App Store. The Surface Pro is a full fledged Windows 8 Pro computer and will run all programs that will run on Windows XP, Windows Vista, Windows 7 and Windows 8 in addition to apps downloaded from the Windows App Store. The Windows 7 operating system is not compatible with the Surface Pro but your programs that run under that should work fine with Windows 8 Pro.

I imagine you could try but if you did manage to install Windows 7 it would be missing drivers for just about every piece of hardware. It wouldn't be a good experience.
