“Is this product a "Retail Version" that can be installed on another pc in the future and not an OEM version that can only be installed on ONE pc? The documentation does not address this question. At least I didn't find the answer to my question on page.”

This is the OEM version. It's used by professional PC builders, people that build PC's and sells them to their customers. If you're building your own PC for your personal self, do not get this version otherwise you'll get bloatware installed onto your system. Get the Retail version.
