• From my research, the Xbox One S will upscale 1080p to 4k, but it is not native 4k itself except for 4k Blu-Ray capabilities.

• Yes. They are upscaled to 4K. Technically not native but there isn’t much of a difference from the Xbox one X other than price and color.
