Anytime you buy a brand new console it comes with a controller, 2 batteries, power cord and a HDMI cord. The answer is Yes it comes with a power cord.

Yes, this Xbox One S bundle includes a power cord. The included Xbox wireless controller does not come with a micro USB cable, though.
