Don’t remember if it was fully charged but it had a substantial charge. And used it immediately.

No, In the instructions it states to fully charge to 4 bars before use.

Sadly it does not. You’ll have to manually charge the device once you receive it. It’ll take a couple of hours to fully charge it.
