• Practically any phone can be use without cellular network connectivity or a plan; you will just be restricted to using Wifi only (no cell calls). You might get a warning about a missing or invalid SIM card, but it can be ignored. You will still need to set up or have an existing Google account to get thorough functionality, like access to the Play store.
