It depends on your carrier. The phone is unlocked so it can be activated on any carrier. the activate now vs later is simply do you want to add it to your phone plan today (one of the major wireless carriers supported by best buy) or later (take it into your carriers store at a later date)

If you don't choose to activate at time of purchase you will pay a higher price and can choose whatever GSM carrier (AT&T, T-Mobile, Straight Talk, etc.) of your choice which is usually less expensive in the long run. You are able to use a GSM phone abroad in other countries that provide GSM (SIM card) service and this varies depending upon the GSM service that is available in the country you are traveling.
