I don't know the specifics of what Best Buy does to their refurbished phones, but all I can say is that the unit I received was in perfect mint condition (no dings or scrathes whatsoever). It did not come with retail packaging (of course), and did not include the bumper case Moto ships the unit with, but otherwise everything was there (including the stock Turbo charger). I was impressed with the value of the refurb package.

The phone will look and perform like a new device, however, since you were not the original owner it cannot be sold as new and carries a shorter warranty.
