I ran into the same problem. I ended up doing my pre-order with the "contract" price and when I went to pick it up in the store, spent an hour with them as they essentially had to undo my pre-order and redo it again with the payment plan. The folks at the store were great, but it was a major pain that the website couldn't deal with the payment plan directly.
Sorry, there was a problem. Please try again later.I encountered the same problem. I had to get the manager of the wireless area involved. I showed him the promotion on their web site and he eventually did it. Go to another Best Buy and try again. You have to do it in store.
