• You always use a router. Otherwise you will have conflicting addresses.

• NO. This is a modem with 1 port for a network device (computer network card or Router). You need either a modem/router device (with multiple ports for devices), or add a dedicated router and switches depending on the amount of 'devices' you intend to add.
