• I would have to say yes it is. It takes signals in from a source and rebroadcasts them in both directions. The dual band ones are basically two receivers and two broadcasters.

• In its simplest description, yes. This access point sends *and* receives data wirelessly, making at a digital wireless transceiver. Why do you ask? Is this question FCC related?
