Yes, as long as it's within 100ft of the base station it'll connect to your wifi. It would be good to alert you if something was happening, but the picture quality isn't very good it would be pretty hard to make out the persons face.

Some cars can run an ac adapter out of the cigarette lighter without the car being on - that is something you could look into. The adapters run about $40-$50 and have different amps so make sure you get one that will work. Otherwise I don't think this will work for you. If your apartment faces the carport, you could try to point the camera and the infrared lamp out a window that faces the carports; however each only views up to about 15 feet away before it starts to become blurry. Another thing to keep in mind is the cameras are only rated for temperatures between 10-120 degrees F, so this may cause operation issues during hot summer days and cold winter days. Hope this helps. One other thing that just popped in my head is to get one (or two or three) of those "stick on" LED lights, place them on the ceiling and keep it on after you park your car each night so the camera will work without the lamp. I would then set the motion sensor on so if they also try to remove the light or turn it off it'll hopefully record before you can't see them anymore and also turn on the notifications when something's being recorded.
