“Can this cameras flash be used as a "commander" for my sb700 flash? I bought this camera last week & cant figure out how to make this work with my sb700 flash. I see in the manual both are capable, it just doesnt give direction! Help me PLEASE”

The D3200 doesn't have commander mode like other D-SLR. In order to control your speedlight remotely you will need the SU-800.
Sorry, there was a problem. Please try again later.Move the switch to remote, and then go into menu, select remote, and change from advanced to SU-4. That will do it, but you will probably need to read the book for the various settings.
