No you don't have to use Apple HomeKit. All you need is something you can run the Hue app on to setup the bridge (Apple or Android device). Once the bridge is setup you can use the wall switch to control the lights or the app on your phone. If you setup HomeKit then you can tell Siri to turn lights on and off. But I find it just as easy to use the app. You can also put buttons in the notification window on the phone so you can turn lights on and off quickly and easily. If you want voice control over the lights give Amazon Alexa a try. To me Alexa works better than Siri does right now anyway.
