Yes it will make a video from pictures but like I said for just simple editing this is much much to hard to work with There is a lot of much better software out there to do the work you want to do

You start a new project and drag pictures onto the timeline and you specify how long to leave the picture there. You could pan and zoom, add music or vocal commentary, so if you wanted to do a Ken Burns type movie with your pictures, you could. Can't imagine you can't do this with the current version.
