“Does this device prevent listener background noise with phone calls? I get a lot of complaints saying there is too much noise in the background when talking on the phone.”

Unfortunately, the quality of the microphone of most earpieces pick up sound in the immediate area. You're speaking into the open air, it has no way to separate background noise and people speaking into the mic. In other words, It doesn't have noise cancelling. I think you have to wear headphones for that feature.
