Can you plug it in a wall charger null

No, it's recommended to be plugged directly to a PC.

I tried 3 different wall chargers and nothing. However I plugged it into the back of my router and it worked perfect.

You could but it wouldn't do much. You also could not controll the RGB.

I wouldn't. The usb gets power and data from the pc and acts as a passthrough in addition to powering the lighting. Also, the lighting isn't just that the base lights up, you can program and configure it on the pc. Plugging it directly into a wall charger would probably fry it.
