This adapter just mates the European female outlet to the plug on this unit, it does not change the voltage. I will be plugging in cell phone chargers, etc. that are OK with 220V. The question is, do the USB ports still work, and does it pass through the 220V connection?”

No. Look up the plug configuration for the UK and EU. The configuration, current and frequency of power is different. You would need and adapter that has two plug converters side by side and no such product exists. I am an electrical engineer. Just buy a universal power adapter online or at the airport.
