“The download wizard says it can't find the SAMSUNG CDMA Technologies... So basically, I need the software in order to be able to use the cable for anything other than charging.”

Not sure which Samsung you have but I have run into the same problem with my Galaxy 2. The transfer files are not available for this version and earlier. Two of my children have new versions (3 and 4 mini) and they work fine.
