• Yes i believe so. It has an additional storage option through the tv.

• Hello Tony! The Roku Express 4K+ doesn't have a USB port so unfortunately it can not. However if you want a device that has a USB port that you can plug in an external hard drive the Roku Ultra, the Roku Streambar, and the Roku Streambar Pro, all have the USB port.
