There are apps that offer free streaming and others pay service. Ton of free ones though. The ones that usually offer free streaming movies usually have like 2-3 short commercials.

For something like ESPN, HBO, or History Channel most likely you will have to pay a fee, which varies depending ont he channel. You can also get a subscription like NetFlix, Hulu, or Sling. If you want to watch local channels and free TV, I recommend the Tablo device (linked to this review) plus an HD antenna, which allows you to stream free HD programming to any TV on your house that has a Roku. It's a great combination. In Austin we get over a dozen channels.
