“I bought this as a gift for someone that does not have wifi. Is it possible to connect all of the speakers (including the small) via wires/cables, or are the rear speakers wifi only? I need a system that is completely "wired". Thank you.”

You do not need WiFi to make this sound system work. The wireless connectivity mentioned is from the sound bar to the rear surround sound speakers - the wireless connectivity for this is independent of your home WiFi connection. As long as you have a tv that can connect to the sound bar - you are good!
