“What do flashing lights next to and underneath the clock mean?”

Set your clock. Click on "clock", it's gonna blink. Set the time...remember, if it's a one digit time then you have to enter "0" first then the hour and minutes. Example...1pm or 2pm will be entered as 0100 or 0200. The clock has to have 4 character spaces. Once your time is entered, then hit "clock" again and your time is set. The blinking lights are telling you to take action for this function.
