Yes this is both. What makes this better than just hooking up a regular TV to use as a monitor is the refresh rate. The monitor aspect really is clear and depending what system you have connected with the monitor, it's really is seamless. I chose to connect my i7 core hp and it's so nice and I am really please with this. It just connects with an hdmi cord. They say you could use the monitor without hooking up a computer but I find the usefulness of this lacking as my wifi connection is not very strong to support the amount of work needed when using it for school. This comes with a remote and I am able to change through about 50 different channels with samsung tv that is already preloaded. Also has hulu, Netflix and others preloaded streaming services just need an account to access.
