I would say no. Chromebooks are not true "laptops" in the sense we think of them. They run an operating system called Chrome OS, which is basically your browser. With the exception of some chromebooks that run android apps with major bugs, it functions as so. Open up the chrome browser on a regular PC or Mac. If you can't do the task within your browser, you can't do it on a chromebook. No downloading applications like word, powerpoint or pc games like the sims. No editing programs like final cut or photoshop. None of that. Go for a budget windows PC or an older macbook

You will not be able to upload from your phone because you cannot download the drivers to read the phone. As for the Sims game, you will have to check for compatibility with the game developers. ^Heath
