I pre-ordered on the night of August the 23rd via Best Buy and got my Note8 on September 6th. So far, based on my other friends pre-ordering from their carriers (all of them went in after the 31st), they have to wait till this Friday, September the 15th, to get their phones. It is most-likely just protocol and definitely isn't Best Buy's fault in any way, shape, or form.
