• You can take but have to have a cell phone service provider for cellular purposes. You can use 3rd party apps over WiFi to call and text. Ie skype

• Yes you can but would have to get the phone unlocked in order to use it with a different service provider. Also, frequencies might be different for 4G to work in your area.
