“It says unlocked meaning I can use it under any carrier as long as I have a active line for it and just activate the EID number to the watch onto my plan. Correct ? In case it does not work as a stand alone device can I return it? With no restocking fee?”

Correct. Unfortunately, you will have to pay the restocking fee if you return the watch whether it works with your carrier or not.
