“Is this watch 4G LTE capable? Its advertised as a 4G LTE device. I'm trying to setup the LTE service on my watch through AT&T but they are telling me that the watch only supports 3G service and that AT&T no longer supports 3G service.”

No problem with Verizon! Didn't like paying $40 to activate, but the $15 ain't too bad! Plus it has the number share with your phone, but also has its own number.
